Cost
There is no up-front employer cost and no manual open enrollment to manage. Employees don't pre-fund. The employer keeps a reserve amount in its Alice plan account; it belongs to the employer and is not a fee.
Alice Card
Alice Card is a Visa commercial credit card issued by Celtic Bank, powered by Stripe, with program funds at Fifth Third Bank, N.A. (Member FDIC).
Eligible: transit, vanpool, and qualified parking (garages, lots, meters, and parking apps). Uber and Lyft are not eligible; vanpool services are a narrow exception.

Mandate jurisdictions (New York City, Washington DC, Philadelphia, San Francisco, Los Angeles, Berkeley, Richmond CA, New Jersey, and Hawaii) where the employer hits the per-jurisdiction employee threshold. Or any employer that wants to keep more of what their workforce makes.
